For issues around purchases made on July 16th, 2018 that failed you can contact Google Play Support and they will be able to help you with getting a refund for the purchases that did not complete. Here's how to request your refund:
- Go to the Google Play Store and then tap on the menu button
- From that menu scroll down and tap on "Help & Feedback"
- Tap on the Phone icon and you'll receive a "Request callback" form
- From here you can fill in your first name, phone number, and write that you would like to request a refund for the transactions made on July 16,2018, since they were not credited to your game during the time purchases were not registering.
