Why is the Boutique in My Shop Always Empty?

This is a different Boutique from the Boutique feature. The Boutique feature allows you to buy and sell items to other Campus Life players. The Boutique in the store is for certain decor items (example: Rooftop Sushi Bar) that are available during certain limited-time quests.
